Wallmansthal is a rural area north of Pretoria, South Africa, historically a site of land restitution claims for a community forcibly removed in the 1960s. The land was originally settled by the Ma-Ndebele tribe in 1867 and later by the Berlin Mission society, but was lost to the original community following the 1913 Land Act. The land restitution process was a lengthy one, with deeds finally being handed over to thousands of claimants in 2007. More recently, the area has faced challenges with illegal land invasions and occupations.
History and land claim
Original settlement: The Wallmansthal community, led by Kgosi Kekana, first occupied the land in 1867.
Forced removal: The community was forcibly removed from the land between 1965 and 1977 and resettled in areas like Soshanguve, Mabopane, and Hammanskraal, after the Native Land Act of 1913 made it illegal for Black people to own land.
Land claim: The community lodged a land claim to have the land returned, which became a complicated case due to a portion of the land being used by the South African National Defence Force (SANDF) for a military depot.
Restitution: The claim was eventually settled through a combination of financial compensation and the handover of title deeds to approximately 4,270 people in 2007. The remaining land was to be used for housing and agriculture.
Recent challenges
Illegal occupation: Despite land restitution, the area has continued to experience ongoing problems with unlawful land invasions and occupations, including on the former military base.
Government action: The Department of Rural Development and Land Reform has warned the public against buying land from illegal sellers and has worked to have illegal occupiers removed through court orders.
Security and infrastructure issues: The illegal occupations have led to security concerns, including the theft of infrastructure like fencing and cables. The area currently lacks services like electricity and water, with residents relying on solar power and water trucks.
